Using the APA Style rules, where should the title for a table appear?

According to the American Psychological Association (2010), table titles should appear before the table, whereas the table note appears after the table (p. 129). The titles shown at the top of tables and figures on the pages of examples in the Publication Manual of the American Psychological Association (American Psychological Association, 2010) are there only for use by the readers of the manual. Authors should not copy this formatting into their papers but rather should only provide the table title beneath the table number. For example:
