APA Style (7th ed.)

If you need to reference the 2018 Tri-Council Policy Statement for the Ethical Conduct for Research Involving Humans, you'll see that the document states that the Tri-Council requests the following format for the reference list entry:

Canadian Institutes of Health Research, Natural Sciences and Engineering Research Council of Canada, and Social Sciences and Humanities Research Council of Canada, Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans, December 2014.

The requested formatting is different from the usual APA Style format, but since that's the format requested by the report, please follow their instructions. The only thing that I would suggest is that if you retrieved the document online, please add "https://ethics.gc.ca/eng/documents/tcps2-2018-en-interactive-final.pdf" after the last period.

Regarding the in-text citation, the first time the resource is introduced, provide three authors in the citation: (Canadian Institutes of Health Research, Natural Sciences and Engineering Research Council of Canada, & Social Sciences and Humanities Research Council of Canada, 2018, p.
